You are correct. That is Bess Flowers. She wore her hair that way in quite a lot of her films.

I have a season one DVD set of "The Lucy Show" and she's in some of those episodes. She's also in one of the first shots in YOU'LL FIND OUT, in back of a cab.

Just out of curiosity, I checked her IMDb page. WOW. 851 movies, including over three dozen horror/fantasy films and eight Hitchcock films. She probably worked with everybody in the industry.
